If you give a 3 year old a box a box of matches to play with it won’t know it can die by accidentally striking one until it happens.
That’s why they run into the road in front of you, they don’t know they can die until you kill them. Children get their idea of safety from their parents. If parents don’t educate their children about road safety their children will continue to die, it’s simple. As a driving instructor I see parents on a regular basis crossing the road with their child saying “run, there’s a car coming” instead of saying “wait, there’s a car coming”.

Mothers almost always lift their child out of the car into the road side of the car instead of the kerbside of the car, why, because they cannot be bothered to lean over a seat. If a child sees it’s parent stood in the middle of the road it assumes it must be alright for them to do it.
A tale. I once watched a 3 year old child throw a ball over the garden gate into the road and then proceeded to scream it’s head off until mum comes out of the house, retrieves the ball and then goes in. The child does this three times, on the 4th occasion the child again throws the ball into the road but this time no screaming, it calmly opens the gate and runs into the road to get the ball, at which point I press the horn loud and long, mum runs out again, retrieves child. The following day a lock had been put on the outside of the gate, result, safe child. It took the child three goes to work out how to get out of the gate.
The moral of the story, whatever parents do, children copy, that’s how they learn, so teach them properly because children are supposed to outlive their parents! All this to convince you, as a driver, that you have to take on the responsibility for their safety when you are driving, the parents haven’t done it so you must do it.
What do children like more than cars? Ice Cream. So watch out, THERE’S A CHILD ABOUT.
Watch for them anywhere and everywhere, particularly near schools where there seems to be a greater level of stupidity in parents, gossip takes the place of child safety. When you are passing parked vehicles which are limiting your view hover your foot over the brake until you have passed them.Never trust a child on a bike, never trust a child at a crossing, watch out when they are out with a dog on a lead that is 3 times bigger than they are, the dog sees something smaller with fur on it, it’s off.
